This is a known issue. Previously we were considering building these modules into the kernel, but now it seems like we will be modifying Horizon to accommodate this.

The other half of the puzzle is I've begun work to make dracut automatically generate initramfses and work in tandem with GRUB. We will be testing that soon and then hopefully integrating it.
