As the target machine is not online, I will paraphrase:
ip a detects a loopback and eth0, state for eth0 given as "DOWN"
ifconfig just shows the loopback.
ifconfig -a shows loopback and eth0
ifconfig eth0 up gets the error "Operation not permitted"
su root ifconfig eth0 up gets "can't open input file"
dhcpcd eth0 command is not available.
I am using a standard commercial router with a built in DHCP service, all other devices can connect.
